Andrew Eskin represents corporations, trade associations, coalitions, and governmental entities before federal regulatory agencies and the US Congress. Mr. Eskin advises and counsels clients on developing and implementing strategic objectives on a wide range of issues, including financial services, tax and health policy and antitrust and trade regulation.

Mr. Eskin previously served as Legislative Director to Senator Richard Bryan (D-NV), who was a member of the US Senate Committees on Finance; Banking, Housing and Urban Affairs; and Commerce, Science and Transportation; as an Attorney in the Bureau of Competition at the Federal Trade Commission; as a Legislative Assistant to a US congressman; and as an Economic Analyst for the Conservative Research Department in London.

Significant Accomplishments

  • Has managed DLA Piper's government affairs representation of a major commercial bank, federal home loan banks, a leading insurance brokerage company, the nation's largest retail securities brokerage firm, one of the nation's largest retail chain pharmacies, the nation’s largest retail office supply superstore, the nation's largest owner of horse tracks, the national trade association of mutual funds and the nation's largest after-market auto dealer.
  • Has represented major companies before Congressional investigative committees on a range of issues including the conduct of financial services firms in the economic crisis, Medicaid pricing practices, tax accounting practices and student lending marketing practices.
  • Advised clients with respect to financial services legislation and regulations, including the Dodd-Frank Wall Street Reform and Consumer Protection Act, and the Troubled Assets Relief Program (TARP) in the Emergency Economic Stabilization Act (EESA).
  • Successfully advocated enactment of a provision in the Housing and Economic Recovery Act to allow Federal Home Loan Banks to provide Letters of Credit for community economic tax-exempt municipal bonds.
  • Representation of numerous financial services corporations and trade associations in the enactment of historic financial services modernization legislation to overhaul banking, securities and insurance laws.
  • Organization and representation of a broad-based coalition in the successful enactment of legislation expanding the ability of Americans to contribute to Individual Retirement Accounts.
  • Representation of the national trade association of mutual funds in the elimination of a provision needlessly hampering the disposition of profitable securities, and a "phantom income tax" imposed on income never received by shareholders.
  • Successfully advised clients, including a major life insurer, the nation's largest independent oil refiner and a major retail chain pharmacy, in gaining approval before the Federal Trade Commission for multibillion dollar acquisitions.
  • Representation of national airlines on transportation issues before the US Congress, including airline competition legislation and oversight hearings on airline operations.
