Andrew Schatz's practice focuses on environmental counseling, regulatory compliance, permitting, transactional due diligence and environmental litigation. He counsels clients on compliance with federal and state laws pertaining to air, water and solid waste pollution control. In particular, his experience includes advising clients in the electric utility sector on Clean Air Act, Clean Water Act and corresponding Maryland laws on permitting and compliance matters before the Maryland Department of the Environment and the US Environmental Protection Agency. He has assisted electric utility and renewable energy clients obtain Certificates of Public Convenience and Necessity for siting and constructing electric generation facilities before the Maryland Public Service Commission. Mr. Schatz's experience also includes representing clients in energy and environmental-related litigation.
Mr. Schatz has developed considerable knowledge and experience in climate change issues. He has counseled clients on efforts to establish carbon credits for Reducing Emissions from Deforestation and Forest Degradation (REDD) projects in developing countries. As a member of DLA Piper’s Sustainability Initiative, he also negotiates the purchase of carbon credits to offset the firm's greenhouse gas emissions.
Before joining DLA Piper, Mr. Schatz served as a law clerk with the Office of Legal Adviser for the US Department of State. He also has experience at the state and federal legislatures, drafting hybrid electric vehicle legislation in the Maryland House of Delegates and serving as a legislative fellow for Congressman Eliot Engel.
Mr. Schatz graduated from Georgetown University Law Center, cum laude, where he served as executive editor of the Georgetown International Environmental Law Review's 20th Anniversary Focus Issue, Beyond Kyoto – The Developing World and Climate Change. Mr. Schatz received his B.S. in Policy Analysis and Management with a minor in Environmental and Resource Economics at Cornell University.
