Thomas M. Boyd joins DLA Piper in Washington, D.C. as Co-Chair of Government Affairs Practice

(Washington, D.C.) – DLA Piper today announced that Thomas M. Boyd has joined the firm as a partner in Washington, D.C. Boyd was formerly the head of Alston & Bird LLP’s Legislative and Public Policy group, and he will co-chair DLA Piper’s Government Affairs and Regulatory Practice with Governor James Blanchard.
“Tom has more than 35 years of significant experience representing clients on privacy, financial services and other legislative, public policy and related issues, and his knowledge of both the issues and the players in the Government Affairs space will add significant value to our clients and also further emphasizes the desirability of our platform and the opportunity it creates for our lawyers,” said Governor James Blanchard, currently chair of the firm’s Government Affairs practice. “He understands our vision for the Government Affairs practice and the benefits of DLA Piper’s global platform. I am excited that we will be working together to coordinate the future growth of the group.”
DLA Piper’s Government Affairs practice has been described by the National Law Journal as “one of the most high-powered and high-profile” public policy practices in Washington, and many of its lawyers and senior policy specialists have held senior positions at all levels of federal and state government. This distinguished group includes three former congressional majority leaders: Senate Majority Leader George J. Mitchell, House Majority Leader Richard K. Armey and House Majority and Minority Leader Dick Gephardt. Governor Blanchard was formerly a congressman from Michigan and, during the Clinton Administration, served as Ambassador to Canada, while Boyd is a former Assistant Attorney General at the Department of Justice, appointed by President Ronald Reagan and retained by President George H. W. Bush following his election in 1988.
Boyd’s addition to the Government Affairs practice comes just weeks after William P. Cook joined the firm as head of the Communications, E-Commerce and Privacy practice, a subset of the Government Affairs practice. Cook, who brought a group of lawyers with him to the practice, also came from Alston & Bird.
About Thomas Boyd
Boyd, co-chair of DLA Piper’s Government Affairs practice, primarily focuses his practice on privacy policy, regulatory compliance and electronic commerce matters. In addition to running his practice, he is also serving a three-year term as a member of the Department of Homeland Security Data Privacy Advisory Committee, reporting to the Secretary of the Department of Homeland Security. Prior to joining Alston & Bird, Boyd held several high-ranking corporate and government positions, including Vice President and Deputy General Counsel for Kemper Corporation, as well as Vice President in charge of Legislative affairs at the Investment Company Institute. He was Assistant Attorney General in charge of the Office of Legislative Affairs at the Department of Justice under President Reagan and headed the Department’s Office of Policy Development under the first President Bush. Boyd received his B.A. from the Virginia Military Institute and his J.D. from the University of Virginia Law School.
