Sharon is a partner within our Finance and Projects group who advises on public procurement law, major infrastructure projects, PFI/PPP projects and commercial contracts. Sharon has a particular specialism in transport projects. She has advised extensively on construction law.

Sharon has extensive experience of various aspects of public procurement law (public contracts and utilities) and has advised a number of regulated bodies.

Sharon has developed expertise in infrastructure projects through her involvement in a number of major projects in Scotland, England and Ireland for both public and private sector clients. She has advised clients on procurement strategy and has drafted the full range of procurement and contractual documentation (including OJEU Notices, PQQs ITT/ITNs). She has advised clients on tender submissions and has been involved in the drafting and negotiation of project agreements and main sub-contracts (e.g. construction contracts, supply contracts and operations and maintenance contracts). Sharon has also drafted evaluation methodologies and has evaluated bids.

Sharon also has a wide variety of construction experience. She has drafted and negotiated consultants' appointments and warranties, standard sub-contract terms and conditions, and standard form and bespoke building contracts She has advised on novel forms of construction procurement including partnering, alliancing and prime contracting.

Key experience:
  • Advising Transport Scotland on the procurement of rolling stock for the Scottish Government.
  • Advising on the Edinburgh trams project and various commercial contracts including consultancy appointments, design appointments, multi-utilities diversion agreement, enabling works, vehicle supply and maintenance, third party agreements and main infrastructure contract.
  • Advising on the Edinburgh Airport Rail Link in relation to various contracts including ground investigation, geotechnical appointment and outline design services.
  • Advising the Scottish Funding Council in respect of a £300m accommodation project and various commercial contracts.
  • Advising a windfarm developer in relation to a 12 turbine windfarm.
  • Advising a funder in relation to a 100 turbine supply contract in Eastern Europe.
