Frank is a projects and litigation partner based in the Cologne office. He specialises in public transport and social infrastructure (PPP/PFI), defence and IT projects both on the transactional and contentious aspects of deals. Projects on which he has advised include the German motorway toll road scheme ("model A"), schools PPP, IT outsourcing and satellite communication projects. Frank has a wide range of expertise in the EU procurement regime and its transformation in Germany and regularly represents parties in procurement review proceedings.
Frank is experienced in general commercial litigation and international arbitration matters, particularly in banking, post M&A, insolvency/restructuring and technology disputes.
