Kevin O’Scannlain counsels clients on the development and implementation of strategic plans to address specific needs that require attention by Congress, the executive branch and/or the courts. He represents clients on issues such as litigation reform, intellectual property, trade law, international relations and other areas.

Prior to joining the firm, Mr. O’Scannlain served as Senior Counsel to the Senate Judiciary Committee and the Subcommittee on Intellectual Property. His responsibilities included drafting and negotiating legislation, drafting hearing statements and floor speeches, and developing and coordinating legislative strategies with Senate and House leadership. He concentrated primarily on civil justice reform issues, and was integrally involved in the Fairness in Asbestos Injury Compensation Act and the Class Action Fairness Act, among other litigation management measures. He was also responsible for legislation on illegal tobacco sales, privacy and other issues.

Prior to working in the Senate, Mr. O’Scannlain practiced in Portland, Oregon, where he handled commercial, insurance coverage and political law cases in state and federal courts.
