Laura Flippin is a partner in DLA Piper's Litigation practice, based in Washington, DC.

She comes to DLA Piper from Paul Hastings, where she was chair of that firm's Litigation Department in the Washington, DC office.

Ms. Flippin focuses her practice on government investigations, corporate internal investigations and compliance, securities fraud and sophisticated civil litigation matters. She has represented and defended corporations and individuals in a number of industries, including oil and gas, financial, energy, higher education, health care, pharmaceutical, engineering and telecommunications. She has appeared in trial and appellate courts throughout the United States in a variety of matters.

Her experience also includes working with clients on sophisticated electronic discovery issues, including preparing for and responding to litigation and government investigations. She has advised and represented companies in a wide variety of compliance matters, including the Foreign Corrupt Practices Act (FCPA) and the False Claims Act. She has also represented government contractors, health care providers, financial and banking institutions in litigation and investigations involving fraud and compliance issues.

Before entering private practice, Ms. Flippin was a Special Assistant to the President at the White House, serving as a commissioned officer and handling homeland security matters. Ms. Flippin also served as Deputy Assistant Attorney General at the US Department of Justice, overseeing more than one third of the civil litigation caseload for the Civil Division, matters involving the Department of Homeland Security, the Federal Trade Commission and the Food and Drug Administration. Ms. Flippin also served as Clearance Counsel in the White House Counsel’s office, handling background, clearance and ethics issues for Presidential and US Senate-confirmed appointees. She also previously served as a Trial Attorney with the Commodity Futures Trading Commission, Division of Enforcement, and clerked for the Honorable James E. Bradberry, United States District Court for the Eastern District of Virginia.

Ms. Flippin has represented, among others, Bank of America; Capital One Financial Corp.; Chevron Corporation; FairPoint Communications, Inc.; Ford Motor Company; Georgia-Pacific; GlaxoSmithKline; Honeywell International Inc.; and Microsoft Corporation.

Ms. Flippin is a member of the Board of Visitors of the College of William and Mary. She is a past chair and member of the Board of Directors of the Fund for William and Mary.

Recent examples of Ms. Flippin's experience include:

  • Representing Microsoft in a successful negotiation with DHS and the Department of State to compel their adherence to statutory and regulatory authority requiring the acceptance of green card applications from eligible visa holders, including nearly 4,000 Microsoft employees
  • Representation of a Fortune 50 company in an FCPA investigation by the Department of Justice and SEC which spans several countries and involves several companies in the same industry
  • Advising a Fortune 50 company on anti-corruption compliance in China, including the issue of joint ventures and sales agents
  • Representation of Capital One Financial Corporation in litigation brought by a former executive claiming wrongful termination and alleging billions of dollars in damages, including with respect to development of statistical modeling techniques
  • Representation of an individual in an investigation by the US Office of Special Counsel regarding violations of the Hatch Act
