Matthew is Head of the IPT practice in Asia and leads the Firm's Technology Sector initiative across Asia Pacific. Matthew is also the Country Managing Partner of DLA Piper's Singapore office. Matthew has market-leading expertise and experience in the commercial and regulatory aspects of a wide range of IT, telecommunications and media sector transactions, particularly in emerging and developing markets. Matthew is regarded by leading directories such as Legal 500 as a leader in this field. 

Key experience

  • Advising on new mobile market entry projects in Egypt, Saudi Arabia, Syria, Iraq and elsewhere throughout the MESA region
  • Advising a consortium of Saudi telecommunications operators on the deployment of a US$220m 12000km fibre optic network across the Kingdom
  • Advising a leading international telecommunications supplier on various GSM-related projects in Thailand, the Philippines, Indonesia, Korea, Malaysia and The PRC
  • Advising an investment bank on the deployment of its pan-Asia, India, UK and US voice and data network
  • Asia: Advising Royal Bank of Scotland on a series of data centre renewals and related SLA agreements
  • Asia: Advising Ralph Lauren on the established of an Asian based e-trading platform
  • Asia: Advising Credit Suisse in connection with a data centre project
  • Asia: Advising Ralph Lauren on participation in a special promotion e-sale portal
  • Africa: Advising Standard Bank on a US$320 million fixed line MPLS WAN communications system deployment
  • Africa: Advising Standard Bank on a US$350 million mobile communication procurement together with managed services
  • Africa: Advising Standard Bank on a banking portfolio application development outsourcing programme
  • Africa: Advising Standard Bank on aTier IV data centre sale
  • Africa: Advising Standard Bank on more than 500 general technology related contracts
  • Africa: Advising Standard Bank on an international MPLS based WAN project for its international business
  • Advising a joint venture consortium on its exploitation of concessions granted by the State Electricity Board’s of Maharashtra and Karnataka for the operation of a fibre optic network across each State, utilising existing power grids
  • Advising an African satellite company on satellite capacity and international interconnection agreements in 14 African countries, including related service level agreements
  • Advising a leading multilateral funding agency in connection with the financing of a mobile network expansion in Afghanistan
  • Advising global operators on VoIP regulation throughout the Middle East
  • Advising a South East Asian operator on mobile sector acquisitions in Bangladesh and Pakistan
  • Advising Asia-based mobile operators in connection with both second and third 2G/3G licences in Saudi Arabia
  • Preparing market regulatory overviews for capital markets transactions covering operations in Burkina Faso, Gabon, Kenya, Malawi, Niger, The Democratic Republic of Congo, Sierra Leone, Sudan, Tanzania, Chad, Uganda and Zambia
  • Regulatory overviews for capital market transactions in Malaysia, Indonesia, Hong Kong, India, The PRC, Macau, Sri Lanka, Thailand and Singapore
  • Advising a European telecommunications operator on the provision of a £240m voice and data outsourcing solution for a leading European bank.
