Paul A. Tiburzi focuses his practice on public law, sports law, and administrative litigation matters. He has appeared before most of Maryland's administrative agencies and has handled appellate litigation arising from administrative decisions. Mr. Tiburzi has counseled clients, including professional sports teams, on political and financing issues related to the development and use of stadiums and sports venues. Mr. Tiburzi has served as Maryland legislative counsel to many Fortune 500 companies.

Since 1992, Mr. Tiburzi has taken the lead in representing the Maryland Tort Reform Coalition, a group of Maryland companies seeking to support Maryland's positive tort laws. The coalition includes Constellation, M&T Bank, MedStar Health, T. Rowe Price, Legg Mason, AEGON and Johns Hopkins Medicine.

Mr. Tiburzi's public service experience is highlighted by his having served as chairman of the Camden Yards Sports and Entertainment Commission, on the Transition Committee of Maryland Attorney General Douglas Gansler, and as chairman of the Commission to Revise Maryland's Administrative Procedure Act. He also served as chairman of the State Advisory Council on Administrative Hearings (which oversees Maryland's Office of Administrative Hearings). In 1986, he served on Governor William Donald Schaefer's transition team, where he handled all insurance issues for the governor and drafted several bills that were included in the governor's first legislative package and enacted into law in 1987. He also served as a member of the governor's Task Force on Regulatory Reform (2000-01), the governor's Task Force on Procurement Law (1995-96) and the governor's Task Force on Self-Insurance (1987), and as chairman of the governor's Task Force on Animal Testing (1989). Mr. Tiburzi served on the General Assembly's Code Revision Committees which revised and updated Maryland's Public Ethics Law and the Public Service Commission Law.

Mr. Tiburzi currently serves on the board of directors of the Greater Baltimore Committee, the Baltimore region's most important business advocacy group. In 2010, he was elected to serve on the board of governors of the Center Club, Baltimore's premier business club. Also in 2010, he was elected to the executive board of the HIKE Foundation. Founded by Baltimore Ravens Matt Birk, the foundation was established to provide at-risk Baltimore area children with the educational opportunities needed to excel in the classroom and in life. Mr. Tiburzi also serves on the Boards of Trustees of Loyola Blakefield School and Maryvale Preparatory School.

Mr. Tiburzi has been included in Best Lawyers in America every year since 2006. In October 2005, Mr. Tiburzi received the Daily Record's Leadership in the Law honor, acknowledging the outstanding nature of his practice and his leadership in the Maryland legal community. He was then selected by the other 2005 Leaders in Law to receive the Top Leadership in Law Award for 2005. Mr. Tiburzi has been named among Baltimore's Legal Elite by Baltimore SmartCEO magazine and named a Maryland Super Lawyer. In 2008, the Maryland Daily Record named him one of its 2008 Influential Marylanders, chosen for that list on the basis of influence, prominence, achievement and community involvement.

Mr. Tiburzi has had articles on public law issues published in the Maryland Law Review, the University of Baltimore Law Review, the Maryland Bar Journal, The Daily Record, as well as in continuing legal education materials. He lectures on public law issues and has spoken before the American Planning Association, the Maryland Association of Counties, the Maryland Municipal League, MICPEL and other organizations.
