Paul A. Tiburzi focuses his practice in public law and administrative litigation matters. He has appeared before most of Maryland's administrative agencies (including, primarily, the Maryland Board of Contract Appeals, the Public Service Commission, the Insurance Administration, the State Board of Public Works, the Tax Court, and various state environmental agencies). He has handled a substantial amount of appellate litigation arising from administrative decisions, has tried zoning cases before various county zoning boards, and has worked extensively on impact fees and related land use matters.

Mr. Tiburzi has served as Maryland legislative counsel to many Fortune 500 companies. Since 1992, he has taken the lead in representing the Maryland Tort Reform Coalition, a group of Maryland companies seeking to support Maryland 's positive punitive damage and tort laws. The coalition includes Constellation, M&T Bank, MedStar Health, T. Rowe Price, Black & Decker, Legg Mason, AEGON, Johns Hopkins Medicine, and Procter & Gamble.

Mr. Tiburzi's public service experience is highlighted by his appointment by the then-governor as chairman of the Commission to Revise Maryland's Administrative Procedure Act, the recommendations of which were enacted into law in 1993. He also served for two years as chairman of the State Advisory Council on Administrative Hearings (which oversees Maryland 's Office of Administrative Hearings). In 1986, he served on Governor William Donald Schaefer's transition team, where he handled all insurance issues for the governor and drafted several bills that were included in the governor's first legislative package and enacted into law in 1987. He also served as a member of the governor's Task Force on Regulatory Reform (2000-01), the governor's Task Force on Procurement Law (1995-96) and the governor's Task Force on Self-Insurance (1987), and as chairman of the governor's Task Force on Animal Testing (1989). Mr. Tiburzi served on the General Assembly's Code Revision Committees that revised and updated Maryland 's Public Ethics Law in 1995 and the Public Service Commission Law in 1998.

In October 2005, Mr. Tiburzi received the Daily Record’s Leadership in the Law honor, acknowledging the outstanding nature of his practice and his leadership in the Maryland legal community. He was then selected by the other 2005 Leaders in Law to receive the Top Leadership in Law Award for 2005. In 2006, Mr. Tiburzi was named among Baltimore's Legal Elite by Baltimore SmartCEO magazine. He has been included in Best Lawyers in America in both 2006 and 2007. In 2008, he was named a Maryland Super Lawyer. Also in 2008, the Maryland Daily Record named him one of its 2008 Influential Marylanders, chosen for that list on the basis of influence, prominence, achievement, and community involvement.

Mr. Tiburzi has had articles on public law issues published in the Maryland Law Review, the University of Baltimore Law Review, the Maryland Bar Journal, The Daily Record, and in continuing legal education materials, and has spoken before the American Planning Association, the Maryland Association of Counties, the Maryland Municipal League, MICPEL, and other organizations on public law issues. He serves as the administrative law expert on the advisory board of The Review of Maryland Laws.

In 2006, Mr. Tiburzi was elected to serve on the board of directors of the Greater Baltimore Committee, the Baltimore region's premier business advocacy group.

Mr. Tiburzi is chairman of the Camden Yards Sports and Entertainment Commission, a panel of Maryland business leaders brought together by the Maryland Stadium Authority to develop new uses and attractions for Baltimore's Camden Yards sports complex, which includes M & T Bank Stadium, home of the Ravens, and Oriole Park at Camden Yards, home of the Orioles. The commission is also exploring ways to bring world class concerts and sports events, such as international soccer matches, to Camden Yards.

Mr. Tiburzi is managing partner of DLA Piper's Baltimore office and a member of the firm's Policy Committee.
