Tim is a partner in DLA Piper, heads up DLA Piper's International Business Relations initiatives and is the London Office Managing Partner. During his career he has worked as a qualified solicitor and a communications professional. He was formerly Group Company Secretary and Legal Adviser to Kingfisher plc and played a key role in its successful Sunday Trading Campaign. Before Kingfisher, Tim held senior legal positions at Grand Metropolitan and London Weekend Television. During his career, he has had long and extensive contact with City institutions and has advised a variety of governments (including the Governments of Croatia and the Cayman Islands) as well as blue-chip companies operating in highly regulated fields.

Tim was made a life peer in 1998 and until July 2004 was the Liberal Democrat party's Health Spokesman in the House of Lords. Thereafter he was the Liberal Democrat Spokesman on Culture, Media and Sport. He is a member of the Communications Select Committee. Tim was Chairman of the Liberal Party from 1986 to 1988 and played a major part in the merger negotiations with the Social Democratic Party to form the Liberal Democrats. He was the Treasurer of the Liberal Democrats from 2005 to 2010. He is Vice-Chairman of the All Party China Group and the All Party Turkey Group, a member of the Council of University College London and former Chairman of the Council of the School of Pharmacy, University of London.
