Christopher J. Townsend has experience in all aspects of energy, public utility, communications and environmental law and regulation. On a local, state, national and international level, he represents developers as well as commercial and industrial energy users, governments, and competitive natural gas and electric providers in addressing risks and opportunities associated with the restructuring of the gas and electricity industries. He has been involved in a wide variety of regulatory proceedings before the Illinois Commerce Commission and the Federal Energy Regulatory Commission with an emphasis on matters related to restructuring in the energy industries. He also has served as counsel to several consortia comprised of retail energy suppliers and large industrial, commercial and institutional electricity consumers; telecommunications companies; a public water district; and a small privately owned water company.
Mr. Townsend is on the steering committee for DLA Piper's Energy and Water Sector Initiative and has served as the chair of the Power Generation sub-group.
Mr. Townsend has been honored to be actively involved in the representation of the Iraq Ministry of Electricity, working with a team of DLA Piper lawyers to negotiate the terms of numerous projects relating to the purchase and installation of equipment and assisting the Ministry as it continues to improve Iraq's electrical infrastructure. Mr. Townsend has worked closely with the Ministry, the United States government, equipment suppliers, engineers and contractors, as the Ministry has taken substantial steps to achieve the objectives set forth in the Iraq Ministry Of Electricity Plan 2006-2015 and to implement the details reflected in the International Compact for Iraq.
Mr. Townsend was actively involved with electric deregulation debates before the Illinois General Assembly on behalf of a coalition including energy marketers, developers and industrial, institutional, commercial and residential consumers. He continues to represent governments, commercial and industrial energy users and commodity suppliers in the competitive market and in proceedings before the Illinois Commerce Commission as well as advising regarding further amendments to the Illinois Public Utilities Act.
On a national level, he also regularly assists large industrial and commercial consumers in negotiating natural gas, electric, on-site generation, chilled water supply and cable and telecommunications contracts.
Mr. Townsend has also worked closely with developers of independent power plants, counseling them on strategic, regulatory and administrative law issues. He has prepared formal legal opinions and provided other analysis supporting financial and merger-related transactions. He regularly counsels clients in tactical analyses and structuring transactions to conform to legal and regulatory requirements.
Based on peer and client reviews, Chambers and Partners, a respected English research firm, has selected Mr. Townsend as one of America's leading Energy lawyers. Chambers describes him as "clearly a leader in this business" and "ultra-knowledgeable" and has noted that he is "excellent at the fundamentals of energy law" and is considered a "great attorney with a lot of depth in alternative energy issues." One client told Chambers, "His representation is consistent and he is always easy to talk to." Mr. Townsend consistently has been designated an Illinois Super Lawyer, as the result of research projects conducted jointly by Law & Politics and Chicago magazines. Mr. Townsend has authored numerous legal publications and regularly speaks to public and private groups across the country concerning all aspects of public utilities and energy law.
