David L. Reifman concentrates his practice primarily in the areas of land use and zoning, real estate transactions, tax increment financing and other public-private financing transactions, and transactions involving community and economic development.

Mr. Reifman has extensive experience securing required annexation, development, zoning, and subdivision approvals for complex commercial, retail, residential, hotel, and office developments. In addition, Mr. Reifman's practice involves representation of developers and property owners in the acquisition and disposition of property, including contract negotiations, due diligence and property evaluation, satisfaction of contract contingencies, project financing, and closings. Mr. Reifman also has a substantial practice in public-private development transactions, including the establishment and implementation of industrial, commercial, retail, and residential tax increment financing projects, creation of special service areas, and the structuring of sales tax rebates, property tax abatements, and government grants.

The respected English publisher Chambers & Partners cites Mr. Reifman in Chambers USA: America's Leading Lawyers for Business, noting that he is "highly regarded" and a "key partner." He has been designated an Illinois Super Lawyer in Real Estate, as the result of research projects conducted jointly by Law & Politics and Chicago magazines.

Representative projects include:

  • Serving as lead counsel to the Boeing Company in connection with all facets of the national site selection for assembly of the new 7E7 "Dreamliner" airplane, including site and infrastructure development, bonds, grants, tax incentives, tax abatements and other public financing tools, and land and facilities conveyancing and leasing matters.
  • Managing the evaluation, negotiation, and implementation of the state and local incentives for the widely publicized relocation of the Boeing Company’s world headquarters to Chicago, Illinois.
  • Representation of the Mills Corporation in connection with entitlements, zoning, and public financing approvals for the redevelopment of Block 37 in Chicago, Illinois.
  • Land use and zoning approvals for a proposed two million square foot condominium-hotel in Chicago.
  • Land use and zoning approvals for the mixed use residential redevelopment of the former Columbus Hospital site in Chicago, Illinois.
  • Development, land use, and sales tax rebate approvals for the two million square foot Gurnee Mills Shopping Center in Gurnee, Illinois.
  • Establishment and implementation of numerous commercial, residential, and industrial tax increment financing projects in Chicago, Illinois and the surrounding area.
  • Planned development and other land use approvals for high-rise office, hotel, residential, and mixed use towers in the Chicago, Illinois downtown area.
  • Acquisition work and land use approvals for numerous national retailers and regional homebuilders, including the master developer of historic Fort Sheridan in Illinois.

In addition to his primary areas of practice, Mr. Reifman devotes significant time to pro bono efforts focused on issues of extreme poverty in Africa. Mr. Reifman leads the firm's pro bono team addressing impediments to foreign direct investment in Malawi and Ghana in conjunction with the Earth Institute at Columbia University. Mr. Reifman is also on the leadership team of Raising Malawi addressing issues impacting orphans and other vulnerable children in that country.
