Eric O’Neill has assisted in providing counseling and litigation services to both large and small companies on a range of government contract matters, including due diligence for mergers and acquisitions, subcontracting, procurement fraud and internal investigations, contract bid and proposal review, and state and local government contract issues. He has also assisted in the preparation and litigation of contract adjustment claims. Mr. O’Neill has assisted in representing clients in bid protest litigation at the Government Accountability Office and state Protest Forums.
Mr. O’Neill has experience counseling clients involved in homeland security contracting, including chemical, radiological and biological detection products, security services, and border protection devices and services. Mr. O’Neill is particularly experienced in the area of risk and liability mitigation for anti-terrorism technologies and has counseled clients seeking liability protection under the Safety Act.
Prior to entering private practice, Mr. O’Neill worked for the National Security Division of the Federal Bureau of Investigation for five years, where he conducted counter-terrorism and counter-intelligence investigations as a field operative. During that period, he gained valuable experience in national security-related matters, cryptography, and federal investigations against both United States citizens and foreign nationals.
