Lorna has over a decade of experience in infrastructure projects. Her experience includes advising procuring clients, developers, and funders in respect of all stages of a project, including procurement, bid submission and tender assessment, contract close and during implementation and operation.

EXPERIENCE

  • Advised Greater Manchester Combined Authority on the procurement of its c. GBP1 billion waste contract.
  • Advising Birmingham City Council in relation to the restructure of its 25-year, GBP2.7 billion highways management PFI. 
  • Advising Halton Borough Council on the Mersey Gateway Project for the design, construction, financing and operation of a new tolled bridge across the River Mersey. 
  • Acting for Sellafield on a series of large scale, strategically important procurements.
  • Advising Avrenim Facilities Management (responsible for services delivery at the Royal Liverpool University Hospital) on its corporate re-structure, alongside corporate colleagues.  
  • Advising Renewi in relation to a variety of operational issues across its waste portfolio.  Advice provided has included papers on contractual positions in respect of high-level strategic issues; negotiation of variations to projects; and drafting and finalisation of supplemental Project documents.
