About

Kelly focuses on land use planning, zoning entitlement, and complex development projects.  She represents landowners and developers, guiding them through the approval processes for mixed-used, residential, commercial, data center, retail, and hotel projects throughout Northern Virginia.  Kelly has over two decades of public and private sector experience in Virginia, California, and New Jersey.  Her extensive, relevant experience in the public sector, and familiarity with local Comprehensive Plans and related land use policies, brings a valuable perspective and insight as she guides clients through the initial site due diligence, Comprehensive Plan amendments, entitlement approvals, and post-entitlement implementation stages.  Kelly is a key member of our storied Land Use & Zoning Team.
