EXPERIENCE

Welsh Government on its Mutual Investment Model (MIM) programme. Lillian’s role to date has included:
- The successful development of a suite of standard form MIM documents for use across the Health, Education and Roads sectors. Lillian also led our advice on the development of a Strategic Partnering Delivery Model, designed to deliver MIM education schemes through a strategic delivery partner.
- Advising Welsh Government, as the procuring authority, on the 21st Century Schools WEP Strategic Partnering Delivery Model procurement. Lillian lead this procurement for a private sector delivery partner to joint venture with a subsidiary of the Development Bank of Wales as “WEPCo” and deliver schools and college facilities across Wales, using the MIM procurement model. The project completed in September 2020 and has a project value of GBP1.5 billion. This is a pathfinder project for the delivery of MIM projects in the education sector.
- Advising Velindre University NHS Trust, as procuring authority, on the Velindre Cancer Care Centre MIM Project. Lillian leads the advice to the Trust on this key MIM pathfinder in the healthcare sector. The project relates to the design, build, finance and maintenance of a new cancer care centre on a greenfield site in Whitchurch, Cardiff. The project will include delivery of community benefits in line with Welsh Government’s policy objective to improve the social, economic, environmental and cultural well-being of Wales through infrastructure investment.

The FM provider, Serco, on the GBP271 million Dumfries & Galloway Hospital NPD Project (the last NPD project to close in Scotland). The project included funding from the European Investment Bank, Europe’s long term lending institution.
The sponsors, John Laing, as lead adviser on the Forth Valley Royal Hospital PPP Project. At a project value of GBP330 million this project is the largest of its kind ever to be completed as a PPP in Scotland. The facility, an 800 bed acute hospital on a greenfield site in Larbert, was delivered to consolidate and streamline the clinical services previously delivered across two separate acute facilities. This facility forms the specialist clinical hub to help create sustainable clinical services and improve the condition and standards of existing facilities for the benefit of 280 000 people within Forth Valley.
Advising funders, MUFG and Heleba, on the EUR88 million Irish Schools Bundle 5, relating to the design, build, finance and maintenance of five schools and one further education institution on four sites across the Republic of Ireland.
Construction contractor joint venture, Farrans Construction and Heron Brothers, on the GBP48 million Western Isles Schools PPP Project. This included the re-development of the Nicolson Institute secondary school which where Lillian was educated, in the Outer Hebrides. This was another pathfinder project, being the first hybrid PPP project in Scotland, with funding in the form of government grant but contractual terms based on industry standard design and build principles.
