Paul Tiburzi focuses his practice on public law, sports law and administrative litigation matters.
Paul has served as Maryland legislative counsel to many Fortune 500 companies. He has appeared before most of Maryland's administrative agencies and has handled appellate litigation arising from administrative decisions. He has counseled clients, including professional sports teams, on political and financing issues related to the development and use of stadiums and sports venues.
Paul has taken the lead in representing the Maryland Tort Reform Coalition, a group of Maryland employers seeking to support Maryland's positive civil liability laws. The coalition includes McCormick, MedStar Health, T. Rowe Price, Johns Hopkins Medicine, LifeBridge Health and BGE.
For many years Paul served as managing partner of the firm's Baltimore office.

The University of Maryland Carey School of Law selected and gave Paul the Law School’s Distinguished Graduate of the Year Award for 2023.
Paul has been selected for inclusion in The Best Lawyers in America® every year since 2006 for his work in Administrative / Regulatory Law and Government Relations Practice. He was named the Best Lawyers® 2014 , 2018 and 2024 Baltimore Government Relations Practice Lawyer of the Year. This accolade is only granted to a single lawyer in each practice area and designated metropolitan area.
Paul has repeatedly been honored by the Maryland Daily Record. In both 2019 and 2008, the Maryland Daily Record named him one of its Influential Marylanders, chosen for that list on the basis of influence, prominence, achievement and community involvement. In 2013, he received the Maryland Daily Record's award for Most Admired CEO for his leadership of the firm's Baltimore office. In 2005, Paul received the Maryland Daily Record's Leadership in the Law honor, acknowledging the outstanding nature of his practice and his leadership in the Maryland legal community. He was then selected by the other 2005 Leaders in Law to receive the Top Leadership in Law Award for 2005.
Paul has been named among Baltimore's Legal Elite by Baltimore SmartCEO magazine and named a Maryland Super Lawyer.

Paul's public service experience is highlighted by his having served as chairman of the Camden Yards Sports and Entertainment Commission, and as chairman of the Commission to Revise Maryland's Administrative Procedure Act. He has served on the Transition Teams for the Mayor of Baltimore, two Maryland Attorneys General and two Governors of Maryland.
Paul served on Governor William Donald Schaefer's transition team, where he handled all insurance issues for the governor and drafted several bills that were included in the governor's first legislative package enacted into law. He also served as a member of the governor's Task Force on Regulatory Reform, the governor's Task Force on Procurement Law and the governor's Task Force on Self-Insurance, and as chairman of the governor's Task Force on Animal Testing. Paul served on the General Assembly's Code Revision Committees which revised and updated Maryland's Public Ethics Law and the Public Service Commission Law.
From 2017 to 2020, Paul served as Chairman of the Greater Baltimore Committee, the Baltimore region's most important business advocacy group, and continues as Immediate Past Chair. He also serves on the Board of Trustees of the Maryland Institute College of Art (MICA) and is a member of the Board of Visitors of the University of Maryland School of Law.
