Daniel (Danny) Cook is a partner in the firm’s Government Contracts subgroup.

Danny specializes in helping companies navigate the challenges and complexities of doing business with the Federal Government. He has a multifaceted practice that involves civil and administrative litigation, complex internal investigations, compliance and regulatory counseling, and support on corporate transactions involving government contractors. Danny has been recognized by Chambers USA, Law360, and the National Law Review as one of the leading government contracts attorneys in the country.

In his litigation practice, Danny represents government contractors on bid protests and Contract Disputes Act matters before the United States Government Accountability Office, the Boards of Contract Appeals, the Small Business Administration’s Office of Hearings and Appeals, and the United States Court of Federal Claims. Danny also represents clients in appeals before the United States Court of Appeals for the Federal Circuit. Additionally, Danny represents clients in litigation matters involving state and local government contracts. Danny also routinely supports government contractors on internal investigations, mandatory disclosures, suspension and debarment issues, and False Claims Act matters.

In addition to his litigation and investigations practice, Danny regularly advises government contractors on statutory and regulatory matters, including compliance with the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS). Among other areas, Danny has deep experience counseling clients on the Buy American Act, the Trade Agreements Act, and the Defense Production Act. Danny also represents government contractors in prime contractor / subcontractor negotiations, intellectual property negotiations, and negotiations related to contract terminations and requests for equitable adjustments. Additionally, Danny regularly assists on merger and acquisition (M&A) transactions involving government contractors, including due diligence, drafting and negotiating transaction documents, and supporting post-acquisition integration activities.

Danny works with a wide range of government contractors, including traditional defense contractors, technology companies, start-ups, small business, and professional services firms. Danny also has deep experience working with life sciences sector companies in the government contracting space, particularly companies in the pharmaceutical, medical device, and testing industries. Danny works with these clients on various matters involving contracts with the Department of Health and Human Services, the Biomedical Advanced Research and Development Authority (BARDA), the National Institute of Health, the Defense Health Agency, the Department of Veterans Affairs, and various Department of Defense divisions involved in the procurement of critical health resources. Danny’s unique expertise supporting clients at the intersection of the life sciences sector and the government contracts market has received national recognition with Law360 touting his “high-profile contract negotiations and emergent planning issues during the COVID-19 pandemic.”

Danny also has an extensive practice working with satellite operators, launch providers, and other space industry companies on government contracting matters. In addition to supporting these clients on traditional government contracts, Danny has extensive experience working with clients on Space Act Agreements with NASA, Other Transactions Agreements with the Department of Defense, and Defense Advanced Research Projects Agency (DARPA) grants and cooperative agreements. Danny sits on the Steering Committee for the firm’s Space Exploration and Innovation practice.

Prior Experience

Prior to entering the legal practice, Daniel spent four years in China working with a British project management consulting firm representing multinational clients on construction, engineering and development projects.
