Emma Marion

Emma Marion advises space, satellite, and telecommunications companies on U.S. and international regulatory, licensing, transactional, and strategic matters. Her practice includes advising clients before the Federal Communications Commission (FCC) and the National Oceanic and Atmospheric Administration (NOAA). She assists satellite companies in obtaining spectrum and imaging licenses, participating in rulemakings and consultations, and advises on international expansion, ground station network deployment, licensing, and market access across multiple jurisdictions.

Emma works with clients across the lifecycle of satellite networks and businesses, including on regulatory strategy, entity formation and sector specific foreign direct investment considerations, licensing and market entry, and compliance. She also advises on transactions involving satellite and telecommunications businesses and helps companies secure regulatory approvals to transfer control of licenses in the U.S. and internationally.

Emma has developed particular experience advising on emerging space and satellite activities, including lunar missions, in-space servicing, assembly and manufacturing (ISAM), on-orbit transportation, and direct-to-device systems. Her work also encompasses space sustainability and orbital-debris mitigation, communications equipment and infrastructure, spectrum strategy, and policy matters.

Emma is actively involved in pro bono work and has served on the pro bono team for the Public International Law & Policy Group through DLA Piper's New Perimeter global pro bono initiative. She has also filed a brief of amicus curiae to the United States Supreme Court in a capital penalty case.
