DLA Piper expands Government Affairs platform with new Congressional Investigations practice

DLA Piper has launched a Congressional Investigations practice, establishing a dedicated offering within its Government Affairs platform to help clients manage congressional inquiries, crisis situations, and related proceedings.

The practice is led by Partner Brandon Rios and Of Counsel Jake Greenberg, seasoned government affairs and investigations attorneys with extensive experience handling matters involving Congress and federal agencies.

The launch comes as congressional oversight grows more aggressive and fast-moving, creating heightened risks for companies, executives, and other organizations.

“Congressional oversight can create far-reaching consequences for organizations,” said Karina Lynch, co-leader of DLA Piper's Global Government Affairs and Public Policy practice. “Clients need advisors who can address not only the legal issues at stake, but also the policy, communications, and stakeholder considerations that accompany heightened attention from Congress. By combining our deep government experience with capabilities across the firm, our Congressional Investigations practice is well positioned to help clients manage their most consequential matters.”

The practice brings together DLA Piper's government affairs, white collar, national security, regulatory, and strategic communications capabilities. The team advises clients on risk assessments, internal investigations, congressional engagement strategies, subpoena and document requests, witness preparation, public-facing communications, and parallel government inquiries. It also helps organizations anticipate emerging issues, respond effectively to hearings and investigations, and protect their interests throughout the process.

“Congressional inquiries now unfold under intense public and political attention,” Greenberg said. “Organizations need counsel who understand the mechanics of the investigative process and can help them respond strategically at every stage. Our experience allows us to guide clients through these matters efficiently while minimizing disruption to their business.”

The team's leadership brings extensive experience from both sides of the aisle. Greenberg previously served as Chief Counsel of Investigations and General Counsel on the House Oversight and Government Reform Committee. In that role, he was at the center of high-profile congressional investigations involving federal agencies, public officials, and private-sector entities. Rios served in the Biden Administration as Counsel to the Vice President and Special Assistant to the President, as well as Senior Associate Counsel to the President. He advised on sensitive litigation, congressional oversight matters, and high-stakes investigations involving the White House, National Security Council, Department of State, Department of Defense, and Intelligence Community.
