Dave has worked on export control matters for well over a decade, most notably as the Director of International Trade Compliance (ITC) and Legislative Affairs at an aerospace and defense company, where he managed and directed the company's ITC program. That company's ITC program, which Dave developed, addressed every regulatory regime governing international trade and export licensing, including ITAR, EAR, Customs, OFAC, Anti-Boycott, BATFE, the FCPA, and relevant host-nation Anti-Corruption policies. On numerous occasions, Dave navigated the congressional notification process for exports exceeding the thresholds under the AECA. Dave was also a lead investigator for another aerospace and defense company under a consent agreement investigating potential violations of export controls. Dave regularly advises clients on matters before the Committee on Foreign Investment in the United States (“CFIUS”).

Prior to joining DLA Piper, he served in the military with multiple tours in the Middle East, including Afghanistan and Iraq.  Dave also serves as Vice President on the Board of the Society for International Affairs (SIA), an all-volunteer organization established in 1967 dedicated to educating the international trade community on the various nuances of the import and export process.
