Emilie is a government and projects Senior Associate, with particular experience advising governments and corporations in relation to energy policy, maritime boundary delimitation, special economic zones, and climate change.

Emilie works closely with clients’ executive teams to develop advice that is not only legally focused, but draws on a range of commercial and policy considerations.

While Emilie is based in DLA Piper's Brisbane office, she has spent considerable time in the firm's global offices due to the policy-oriented nature of her work, including in Washington D.C. as a secondee to the Government of the Democratic Republic of Timor-Leste.

In 2018 and 2019, Emilie presented to Masters students at the University of Pretoria in South Africa in relation to the creation and implementation of special economic zones.

EXPERIENCE

  • While acting for the Government of the Democratic Republic of Timor-Leste on its maritime boundary dispute with Australia, Emilie was part of the team that initiated the first-ever compulsory conciliation proceedings under the United Nations Convention on the Law of the Sea. This resulted in a treaty being signed at the United Nations in New York in March 2018.
  • Advising a number of confidential governments on the consideration of special economic zones as a means to generate investment.
  • Advising the Government of the Democratic Republic of Timor-Leste on maximizing development of oil and gas resources in the Timor Sea.
  • A number of confidential government and private clients on the consideration and implementation of economic diversification strategies.
  • Advising an electricity company in developing a 400MW pumped hydro energy storage project near Toowoomba, Queensland as part of the Toowoomba Regional Council’s New Energy Generation project.
  • Advising the Government of the Republic of Vanuatu in relation to a review of its land legislation and ancillary frameworks.
