Detlef Kaulbach focuses his practice in the areas of insurance and reinsurance. He is the former Vice President of the German Insurance Supervisory Authority (Bundes­aufsichtsamt für das Versicherungswesen – “BAV”) and advises on insurance regulatory matters and on matters relating to the Federal Financial Supervisory Authority (Bundesanstalt für Finanzdienstleis­tungsaufsicht – “BaFin”).

After starting his professional career at the BAV, Detlef Kaulbach moved to the Federal Ministry of Finance where he dealt with insurance and banking supervision, export financing and monetary affairs.  Furthermore, he organised public financial services in the new German federal states and worked as fiscal abstractor in the German Bundestag. Detlef Kaulbach then returned to the BAV as its Vice President, where he worked – after its merger into the BaFin – until 2007 as head of department for consumer protection and legal issues where he was also concerned with international matters. 

Since his retirement in 2007, Detlef Kaulbach has worked as a lawyer.  He is co-author of the Fahr/Kaulbach/Bähr commentary on the German Insurance Supervisory Act, published by C. H. Beck Verlag.
