Eamon Holley focuses on the telecommunications sector, and advises multinational and regional clients on regulatory, commercial and contentious issues and matters. Eamon has twice been seconded to du, the United Arab Emirates’ new entrant mobile and fixed line telecommunications operator and has therefore also gained significant exposure to the commercial and regulatory issues faced by operators.

Prior to joining DLA Piper, Eamon was the Director of Legal Affairs of the Telecommunications Regulatory Authority, Bahrain (TRA). He was responsible for the application and oversight of the TRA's powers, particularly licensee compliance and enforcement, as well as TRA's internal functions. Eamon was fortunate to work through one of the most exciting periods of the telecommunications market liberalisation in Bahrain and the Gulf region generally. Through this he has been directly involved in most of the major headline issues that arise in liberalising telecommunications markets, including the introduction and application of a reference interconnection and access regime on the Bahraini incumbent. During this period, 2007 to 2012, TRA was considered by many in the telecommunications industry to be a regional leader in innovative regulation, recognised in a number of industry body awards. As a senior member of TRA Bahrain, Eamon regularly liaised with senior representatives of business and government, including at ministerial level.
