Teri Donaldson focuses on Energy, Utilities and Industry, Project Development, Corporate Counseling, Compliance, Governmental Affairs, and Litigation.

As a former federal prosecutor and general counsel of a major state regulatory agency, Teri is experienced in solving complex and challenging problems for global energy companies, multinational water and power utilities, and a broad range of industry. Teri's proven leadership skills and extensive experience with both governmental agencies and industry have equipped her to act as project development counsel, design industry-specific corporate compliance programs, advise international and national companies during the merger, acquisition and sale of large assets, and advise international investment companies and private equity funds on the risks associated with certain investments, and the means to minimize or eliminate those risks.

As General Counsel of the Florida Department of Environmental Protection, Teri was a member of senior management of an agency with more than 5,000 employees and an annual budget of nearly US $2 billion.  Teri's responsibilities included providing counsel to the department secretary, Governor Jeb Bush, and senior management. Since joining private practice in 2004, Teri has drawn from her five-year experience as General Counsel by using innovative approaches to solve problems.  She has drafted and lobbied legislative language that was enacted, challenged administrative rules, acquired variances from administrative rules, and drafted and negotiated creative and beneficial contractual agreements in order to avoid litigation.

When litigation is required, Teri leads the team. She has tried more than 60 cases to verdict as lead counsel, defended numerous enforcement actions and grand jury investigations, conducted internal investigations, and defended companies facing challenges on multiple fronts, including civil litigation and parallel criminal investigations, multi-district proceedings and putative class actions.  Teri's commercial litigation experience includes successfully litigating multimillion-dollar procurement matters, contract claims, construction disputes, and toxic torts.  

Building on her near decade of experience as a highly commended federal prosecutor, Teri maintains an active corporate compliance and federal criminal defense practice focusing on financial transactions, FCPA, anti–kickback, and environmental crimes.
