About

Mike Arroyo is a commercially minded telecom transactions lawyer who helps communications companies and technology providers structure and negotiate product, professional services and outsourcing agreements that balance business goals and risk.

An Air Force veteran and former RF engineer with more than 20 years in telecommunications, Mike understands how the technology and the contract fit together. His practice covers commercial contracting, technology transactions, including SaaS and NaaS, IoT and vehicle telematics services, strategic outsourcing and vendor governance, IP licensing, and data privacy and cybersecurity terms, with advice built around achieving business objectives.

Mike helps business leaders work through matters where legal, operational and commercial risks overlap, from multibillion-dollar outsourcing partnerships to new product development. He also led legal AI strategy and governance, wrote an enterprise-wide AI Acceptable Use Policy deployed to 50,000+ users, and trained business and legal teams on responsible AI use.

Before joining the firm, Mike spent more than a decade in legal roles of increasing responsibility at a major global telecommunications company, including as senior counsel for global customer operations and business transformation and lead commercial counsel for a vehicle telematics and IoT business. He partnered with business, product and engineering leaders on outsourcing, product development, data privacy, compliance and enterprise risk. He has negotiated from both the provider and vendor-management sides.

Mike also serves as a Judge Advocate in the United States Air Force Reserve, advising commanders and senior leaders on national security, operational law and federal contracts, including Indo-Pacific operations.
