Yousra Boumendjel is a financial services regulatory lawyer based in Luxembourg, advising banks, insurance undertakings, professionals of the financial sector (PSFs), fintechs and crypto-asset service providers on regulatory and compliance matters.

Yousra supports clients in navigating EU and Luxembourg regulatory frameworks, with a particular focus on licensing, governance, outsourcing and ongoing compliance obligations.

She has particular experience in fintech and crypto-assets, including advising on EMI and CASP-related matters.

Prior to joining private practice, Yousra spent two years within a leading asset servicing bank in Luxembourg, working on regulatory matters. She also completed a secondment within an international insurance group, strengthening her understanding of regulatory expectations from an operational perspective.

Yousra is actively involved in pro bono initiatives and has contributed to various projects supporting Passerell Luxembourg.
