About

Victoria is a major projects and construction lawyer with end-to-end transaction experience, including undertaking risk analysis, drafting contract documents and providing on-going contract management advice.

Victoria has advised on projects in Australia, the Middle East and Asia, so she understands decision making drivers and what makes for best practice project delivery. She also understands how to structure a procurement, drawing from experience across a broad range of contract delivery models including D&C, PPP, ECI, O&M and BOOT.

She has been:

  • Recommended in The Legal500 Asia Pacific for ‘Project Developments’;
  • Listed as a ‘One to Watch’ in Best Lawyers for ‘Construction / Infrastructure Law’; and listed as a ‘One to Watch’ in Best Lawyers for ‘Project Finance and Development Practice’.

In Q1 2022 she facilitated the construction of a hydrogen plant and nitrogen plant under a build, own, operate and maintain agreement in Indonesia.

EXPERIENCE

  • Advised the Asian Development Bank and the Government of Kazakhstan in relation to the development of a 300-bed general hospital on a PPP basis, in or around the campus of the Karaganda State Medical University located in Karaganda city, Kazakhstan.
  • Advised China Railway Construction Corporation in relation to the EPC Contract and associated documentation for the USD7.3 billion High-Speed Rail Linking Three Airports Project in Thailand. The project involves the design and construction of a 220km high-speed railway line on a PPP basis, which will connect three major airports in Thailand, namely Don Mueang International Airport, Suvarnabhumi Airport, and U-Tapao International Airport and provide connections to five provinces, Bangkok, Samut Prakan, Chachoengsao, Chonburi, and Rayong.
  • Advised Moorebank Intermodal Company on a agreement for the relocation of a key piece of road infrastructure (Moorebank Avenue) on an operational site at Moorebank Intermodal Terminal, including considering interfaces with State roads, local roads and land owned by third parties.
  • Advised the lenders to the successful bidder on the Red Sea Utilities PPP Project in Saudi Arabia, with a focus on the EPC and O&M aspects.
  • Advised UN OPS on the terms of its FIDIC 2017 based standard form major works and minor works contracts.
  • Advised a NSW State Government entity on the terms of an long term outsourcing agreement for the supply of property management and maintenance services.
  • Advised Infigen Energy on their acquisition of a gas power plant, in particular assisting with finalising the terms of the sale and purchase agreement and escrow deed.
  • Advised several 'blue-chip' corporate and retail occupiers in relation to the refurbishment and fit-out of their headquarters, offices and retail outlets (both FIDIC based, Australian Standards and bespoke multi-jurisdictional agreements).

Prior Experience

Prior to joining DLA Piper, Victoria was a Principal Legal Officer advising a department of the State of Queensland (January 2018 until April 2019) and a Solicitor in the Projects team of a global law firm (March 2014 to December 2017).

Before being admitted as a Solicitor, Victoria was a Paralegal for a Tier One Australian construction and mining services company (December 2010 to March 2014).

Additional Experience

Victoria completed a 6 week secondment with Binarri-binyja yarrawoo Aboriginal Corporation providing corporate governance and policy support through Jawun. Delivering the ‘Know Your Rights’ program to newly arrived refugees.
