Blaine Hutchison represents companies who do business with federal, state, and local governments. Blaine's government contracts practice includes transactions, counseling, investigations, and litigation.

Blaine helps clients draft and negotiate contracts and transactional agreements. He also advises clients and provides strategic counsel on contract and regulatory requirements. When issues arise, Blaine guides clients through internal investigations and external investigations related to alleged procurement fraud or other misconduct.

Blaine is also an experienced litigator. He represents clients in contract disputes, including bid protests before the Government Accountability Office (GAO) and the Court of Federal Claims (COFC). Blaine also assists clients with Contract Disputes Act claims, Requests for Equitable Adjustment (REAs), and appeals to the Civilian Board of Contract Appeals (CBCA), Armed Services Board of Contract Appeals (ASBCA), and the COFC.

Prior Experience

Before joining the firm, Blaine served as an Army civilian trial attorney, and he represented the Army in contract litigation for over $1.5 billion. Blaine served as lead counsel on the Army's largest and most complex set of contract appeals. He also helped the Army resolve disputes in mediation at the ASBCA. Blaine additionally won over a dozen bid protests, including protests at the GAO and COFC. Blaine has over a dozen published decisions at the ASBCA, GAO, and COFC.

Blaine also clerked for the Honorable Robert C. Jones at the US District Court for the District of Nevada.
