Doug Lavey advises a range of clients on regulatory, transactional, and logistics matters across the transportation sector. His transportation work focuses on regulatory strategy, compliance, enforcement and engagement with federal and state government agencies, including the National Highway Traffic Safety Administration, Pipeline and Hazardous Materials Safety Administration, Federal Railway Administration, Surface Transportation Board, Federal Aviation Administration, and state Departments of Transportation.

Doug is a leader in the firm's supply chain and logistics practice, where he counsels manufacturers, shippers, carriers, and logistics providers on the full spectrum of issues affecting modern supply chains. He helps clients navigate complex sourcing arrangements, distribution networks, and multimodal transportation challenges and opportunities across US and global supply chains, with particular expertise in the regulatory and contractual frameworks that govern carrier liability, risk allocation, and cross-border logistics.  Doug integrates regulatory compliance, risk analysis, and commercial strategy to assist clients in managing transportation and logistics across product lifecycles–from design and sourcing through post-delivery obligations and end-of-life requirements. Drawing on a deep understanding of the multiple dimensions that shape supply chain strategy–and how each component fits into the broader operational picture–Doug helps clients build and maintain supply chains that are efficient, resilient, and secure.

Doug also maintains a robust environmental transactional practice, supporting complex mergers and acquisitions, debt financings, and commercial real estate ventures. In this role, he advises clients on environmental due diligence, regulatory compliance, enforcement exposure, emerging contaminants, and hazardous materials remediation, helping buyers and sellers identify and manage environmental risk in high-value transactions. Doug's environmental work has been recognized in the Legal 500 United States national rankings.

Prior to joining DLA, Doug worked on transportation policy matters at the federal, state, and local levels, including advising agencies on how to effectively incorporate new modes of transportation, such as autonomous vehicles (AVs), unmanned aircraft systems (UAS), and electric scooters, into their transportation systems as well as how to manage and utilize mobility data.
