About

Carlos Nuñez is a prominent practitioner who specializes in structuring and executing public and private infrastructure projects. He provides comprehensive counsel on contractual, corporate, financial, and arbitration matters, ensuring the success of every project he undertakes.

In recent years, Carlos has been actively involved in most tenders announced by PROINVERSION for awarding infrastructure projects under the Public-Private Partnership (P3) model. He offers guidance to both local and international clients, particularly in areas such as road infrastructure, airports, railways, ports, and energy.

Additionally, Carlos has played a critical role in developing private initiatives to establish infrastructure projects that serve public interests, specifically in the transportation, health, and entertainment sectors.

He has extensive experience representing clients in arbitration proceedings related to infrastructure concession contracts for public use and both public and private construction works. His expertise includes a strong focus on resolving disputes within the construction industry.

Carlos also serves as a postgraduate professor in government contracting, with an emphasis on public works and dispute resolution, and he regularly delivers lectures on these topics. Currently, he co-leads the International Arbitration US-LatAm Practice Group at DLA Piper.

 

EXPERIENCE

Carlos has provided advice on a variety of significant infrastructure projects in Peru. His notable contributions include Line 2 of the Lima Metro, the Línea Amarilla toll road concession in Lima, the Interoceanic Highway, and the Southern Peruvian Gas Pipeline. He has also played a key role in the development of Lima Airport and several airports in northern Peru, as well as advising on the concession of various segments of the Panamericana Highway.

Furthermore, Carlos has been involved in the construction of highways, the Huachipa water treatment plant, and major water and sewage works in Lima, Cuzco, Arequipa, and Cajamarca. His expertise extends to projects such as the modernization of the Talara refinery, various irrigation initiatives, the construction of major public schools, and the Quitaracsa and La Virgen hydroelectric power plants. He has also advised on the Kingsmill acid water treatment plant and mining projects, including Tambomayo and Cerro Verde.
