Jürgen Roters is a lawyer specialising in public commercial law and advises clients on government affairs and political advocacy. He has extensive experience in planning approval procedures, urban development, construction planning of major projects, public and citizen participation and balancing the interests of the environment, citizens' concerns and politics.

Prior to joining DLA Piper's Cologne office in February 2016, Jürgen Roters served as Mayor of the City of Cologne from 2009 to 2015 and as District President of the District Government of Cologne from 1999 to 2005, and he was Chief of Police Cologne from 1994 to 1999.

EXPERIENCE

  • Legal advice of Deutz AG on strategic sales of company property as well as legal disputes with purchasers.
  • Legal advice for a regional energy supplier on the commercialisation of municipal data at the level of Stadtwerke Köln AG and the City of Cologne, including the development of a portal network at federal, state and municipal level.
  • Advising a municipality with regard to the construction of motorway infrastructure and the consideration of municipal participation interests.

Competencies as Mayor of the City of Cologne (2009 - 2015):

•        Organisational decisions on administrative modernisation

•        Initiation of major urban development projects (expansion of the Cologne Trade Fair Centre, Deutz Harbour; Mittelrhein Süd)

•        Settlement of International companies (e.g. Lanxess AG, Zurich Insurance) in the area.

 

 

Competencies as District President of Cologne (1999 - 2005):

•        Responsible planning authority

•        First construction phase for the north-south urban railway

•        Initiation of the planning approval procedure, establishment of an internal organisational structure within the authority, establishment of a coordination office for the involved authorities at city, district and state level

•        “Flood protection" planning approval procedure, 2000 to 2004, including implementation of water law procedures

•        Responsible approval authority

•        Concept for accelerating approval procedures, especially regarding Immission Control (ImSchG)

  • Mr Roters has been a lecturer at the University of Applied Sciences EC Campus, Mannheim; Law and Management since 2018.
  • Furthermore, he held the position of director and lecturer at the University of Applied Sciences for Public Administration; Administrative and Environmental Law, for many years and was Chairman of the Board of Trustees of the University of Applied Sciences Cologne and member of the Advisory Board of the Senate of the University of Cologne from 2009 to 2015.
