
Blake Santos
Policy AdvisorBlake Santos is a Policy Advisor and is focused on a diverse range of clients on matters related to economic sanctions regulations and compliance, foreign direct investment (FDI), and the Committee on Foreign Investment in the United States (CFIUS). Blake assists US companies and foreign investors on CFIUS-related compliance and risk management; and domestic and foreign companies on matters before the Office of Foreign Assets Control (OFAC), including sanctions-related investigations, voluntary self-disclosures, specific license applications, applications to unblock funds, and petitions for delisting.
Prior to joining DLA Piper, Blake served at OFAC, US Department of the Treasury, in a number of capacities. He served as a Senior Enforcement Officer, where he investigated apparent violations of US sanctions regulations by domestic and foreign companies, individuals, and financial sector entities. He also worked and collaborated with OFAC's federal law enforcement and international partners across a host of mission areas and programs, most notably Russia/Ukraine and Counternarcotics.
Blake also worked within OFAC's Compliance Division, where he supported the agency's efforts to implement sanctions policy, engage with the private sector and issue guidance on matters related to sanctions compliance.
Prior to that, Blake managed teams in the Financial Advisory Services group at a "Big Four" consulting firm and concurrently served as a Policy Advisor for the Office of Investment Security (OIS) at Treasury, and at OFAC as a Sanctions Compliance Officer.
