Joanne advises private and public sector clients in relation to non-contentious construction and engineering matters and her focus is on the infrastructure, construction and engineering sector.

Education

    Prior Experience

    • Advising a government-owned entity in relation to the largest road scheme project in the UK. Joanne is assisting on the construction documentation relating to the procurement of the publicly funded tunnel (circa GBP2bn) and link road contracts (circa GBP2bn). Joanne has also assisted in the negotiation of delivery agreements for the provision of ground investigation services (based on an NEC3 PSC Option G) and pre-enabling works (using an amended NEC4 ECC Option C) which were both let under Scape frameworks.
    • Advising a transport executive in respect of the design, construction and commissioning of a new rail depot and outstabling facilities using amended NEC3 ECC Option A forms in relation to its publicly funded project for the procurement of new rolling stock in England. Joanne also worked closely with the procurement team to ensure that the contracts were in compliance with the Public Contracts Regulations 2015 and the procurement process being run by the client.
    • Advising a government-owned entity in relation to the development of a national framework worth circa GBP300m to procure technical advisor services as part of its regional investment programme using a bespoke framework agreement and an amended NEC4 PSC Option C for the call-off contract.
    • Acting for a national developer on the development of the circa GBP400m advanced manufacturing park in the UK in conjunction with its state-owned development partners using an amended NEC3 ECC Option A form for the infrastructure works contract and an amended NEC3 ECSC for the ecological works contract. Joanne worked closely with the procurement team to ensure the contracts were procured in a manner compliant with the Public Contracts Regulations 2015. Joanne also led on the drafting and negotiation of the construction suite for two of the development plots using amended JCT 2016 Design and Build forms.
