DLA Piper continues to grow its Regulatory & Government Affairs practice with the arrival of James Sullivan in Washington, DC

DLA Piper is continuing to grow its Regulatory & Government Affairs practice with the arrival of James Sullivan as partner in the firm’s Washington, DC office. Sullivan will be part of the Data Protection, Privacy & Security subgroup of the firm’s Regulatory & Government Affairs practice.

Sullivan has extensive experience in both the government and private sector. His practice focuses on ensuring the cross-border flows of data, finance, services, goods, and people, running the full gamut of industries and sectors.

Most recently, Sullivan served as the Assistant Secretary for Industry & Analysis and as the Deputy Assistant Secretary for Services in the International Trade Administration (ITA) at the U.S. Department of Commerce. In these roles, he oversaw the agency’s Office of Digital Services Industries and led the U.S. government’s negotiation, implementation, and management of key international data protection and privacy regimes, particularly around cross-border data flows and artificial intelligence.

During his time with the Commerce Department, Sullivan modernized and strengthened the Committee for Foreign Investments in the United States (CFIUS) by implementing the process changes required by the 2018 Foreign Investment Risk Review Modernization Act. He also led the Department’s blockchain and fintech policy efforts to promote greater international regulatory harmonization.

“Jim is well-known in the industry through his impressive background in government and the private sector. His data protection practice – which focuses on regulatory, compliance, and policy matters – is vital across all industries and sectors. We look forward to introducing him to our current and prospective clients, and seeing his practice grow through the international reach of our platform,” said Edward “Smitty” Smith, US chair of the firm’s Regulatory and Government Affairs practice and managing partner of the Washington, DC office.

Sullivan holds a B.A. from the College of the Holy Cross, a JD from the Catholic University of America, and an MBA from Georgetown University.
