DLA Piper continues expansion of its Regulatory and Government Affairs practice with David Kopans in Washington, DC

DLA Piper has added nationally regarded healthcare regulatory partner David Kopans in its Washington, DC office.

Kopans focuses his practice on the representation of health care providers (HCPs), insurers and other third parties on managed care contracting and transactional and regulatory matters. He also represents accountable care organizations (ACOs), clinically integrated networks (CINs) and similar provider networks with participation in value-based payment arrangements and government programs, such as the Medicare Shared Savings Program and ACO Reach Model.

Kopans’ experience specifically includes managed care contracting and negotiations with respect to traditional brick-and mortar HCPs as well as telehealth HCPs, including through ACOs, CINs and various Medicare, Medicaid and commercial managed care initiatives and programs; the formation and acquisitions of insurers and provider-based plans; the licensure and registration of insurers, third-party administrators (TPAs), pharmacy benefit managers (PBMs) and provider networks; the preparation of evidence of coverage and other insurance form filings; insurance regulatory filings; and the negotiation and preparation of services agreements with and on behalf of insurers, TPAs, PBMs and other vendors.

He also advises clients in the health care and life sciences industries on transactional and regulatory matters related to health information privacy and security compliance under the Health Insurance Portability and Accountability Act (HIPAA), information blocking rules and other similar state and federal laws. David's clients include HCPs, insurers, life sciences companies, and digital health and telehealth companies offering mobile applications, online solutions and data analytics.

“David has a strong understanding of the key issues affecting healthcare,” said Edward “Smitty” Smith, chair of the firm’s Regulatory and Government Affairs practice. “Our clients will benefit from his counsel as they continue to navigate this changing industry.”
