Luis Davila's practice focuses on a wide range of legislative, administrative, and public policy matters. He regularly represents government and nonprofit clients before Congress, the executive branch and state governments, and works closely with DLA Piper's corporate and regulatory international attorneys on cross-border transactions and international policy matters. 

Additionally, Luis advises clients on issues related to Tax and Healthcare policy, including the implementation of the Tax Cuts and Jobs Act of 2018, the Affordable Care Act (ACA), and legislative matters pertaining to Medicare and Medicaid. Mr. Davila also assists clients on sanctions compliance, CFIUS filings, and general investigations.

Prior to joining the firm, he served as Deputy Director and General Counsel for the Puerto Rico Federal Affairs Administration, where he operated throughout the different components of the local government and assisted them in identifying, managing, and resolving federal policy issues.

Luis is also a seasoned litigator. Before becoming a public servant, he represented clients on matters related to general civil, tax and commercial litigation, with an emphasis on retail litigation, constitutional law and contractual disputes.

Mr. Davila is also a Council member of the League of United Latin American Citizens (LULAC) and has vast knowledge on immigration law, due to his ongoing representation of Pro-Bono clients before immigration courts. He regularly participates as an analyst for television networks such as CÑN, Univision, Telemundo, NTN24, and France24. 

He is active in Democratic Party politics.
