She advises multinational corporations and leading Chinese enterprises on the full spectrum of cybersecurity, data protection, and technology regulatory matters within China's rapidly evolving legal landscape.

With over a decade of experience in the Telecom, Media, and Technology (TMT) sector, Amanda brings deep expertise in guiding businesses through China's complex data governance landscape while enabling compliant digital transformation and commercial growth. She has acted as lead counsel on large-scale, enterprise-wide data compliance initiatives and works closely with clients to design practical compliance frameworks and remediation strategies. Her practice also encompasses technology transactions, commercial contracts, and regulatory licensing matters critical to market entry and sustained operations in China.

EXPERIENCE

  • Serving as lead counsel on large-scale data compliance projects for multinational organizations, including conducting data mapping exercises, drafting and reviewing privacy notices, formulating internal data governance policies and procedures, negotiating data processing and transfer agreements, and designing compliance tools.
  • Advising clients on China's cross-border data transfer requirements, including conducting government-mandated security assessments, completing required administrative filings, and designing alternative data hosting and localization strategies.
  • Counseling clients on cybersecurity and information security compliance strategies, including the design and implementation of technical and organizational measures to satisfy China’s Multi-Level Protection Scheme (MLPS) and related regulatory frameworks.
  • Guiding clients on telecom licensing and regulatory requirements to facilitate the launch and operation of e-commerce platforms, cloud computing services, IoT solutions, and AI-driven projects in China.
  • Handling a broad range of commercial matters, including drafting and negotiating technology service agreements, SaaS and cloud computing contracts, software licensing and development arrangements, and other technology-driven commercial agreements, while providing strategic support during negotiations.
  • Advising Chinese technology companies on international expansion, including conducting comprehensive assessments of data protection, cybersecurity, and online services regulations in target jurisdictions, and designing practical, implementation-ready compliance frameworks tailored to each destination market.
