Jasmine Penny focuses her practice on technology strategic sourcing and complex commercial matters for established and emerging companies across a range of industries, including real estate, healthcare, hospitality, biotechnology, chemicals, cruise lines, logistics, athletic footwear  and apparel, law enforcement, financial services, and technology.

She advises public and private companies on a variety of complex commercial and technology-related transactions, including outsourced services arrangements (such as integrated facilities management, business process and technology outsourcing), global framework agreements for the supply of goods and services, cloud services agreement with hyperscaler providers, and SaaS subscriptions and software licensing. 

Jasmine has extensive experience drafting and negotiating a wide range of commercial agreements including professional  and implementation services agreements, XaaS offerings, and complex intellectual property ownership and licensing terms. She also brings significant experience advising on technology and implementation projects, guiding clients through the legal and commercial complexities of large-scale deployments. Jasmine also counsels global organizations on enhancing the end to end procurement and contract management lifecycle, including the development of global contract templates, guidance resources, and governance frameworks and policies.

Prior to joining DLA Piper, Jasmine was a strategic sourcing professional with over 10 years of experience spearheading commercial bidding activities and negotiating multimillion-dollar contracts for Fortune 500 companies.

Jasmine began her strategic sourcing career with a global energy company, managing a global portfolio of contracts valued at over $500M, and thereafter procured for companies in the healthcare, insurance and financial services industries. Her supplier rationalization efforts and emphasis on savings maximization garnered multimillion-dollars in corporate savings.

Jasmine's strategic sourcing experience spans across various categories of spend, including information technology consulting, contract labor, perioperative medicine, finance, human resources, distribution and personal lines insurance.
