EXPERIENCE

  • Advised government agencies, public corporations, municipalities and private non-profit organizations on procurement practices and contracting requirements.
  • Lead the procurement process and contract negotiations for the public private partnership for the concession of the San Juan Bay Cruise Port Terminals.
  • Participated in corporate internal investigations in healthcare and infrastructure sectors.
  • Performed risk assessment of subgrantee grant management administration for compliance with federal requirements. 
  • Guided subrecipients on the formulation and implementation of corrective actions in response to outside agency audits from the United States Department of Homeland Security Office of Inspector General (DHS-OIG), the Federal Emergency Management Administration and the United States Government Accountability Office.
  • Managed investigations and claims related to fraud, waste and abuse of federal funds.
  • Lead the procurement process and contract negotiations for the privatization of nine regional airports, including two Part 139 airports certified by the United States Federal Aviation Administration.
  • Served as Secretary of the Board of Directors of the Puerto Rico Ports Authority, responsible for maintaining corporate records of meeting minutes and board resolutions.

Prior Experience

Prior to joining the firm, Melissa served as the Chief Compliance Officer for the Central Office for Recovery, Reconstruction and Resiliency of Puerto Rico, which is the oversight authority established to administer the recovery efforts as the recipient of federal funds. Melissa also served as Chief Legal Counsel for the Puerto Rico Public Private Partnerships Authority and the Puerto Rico Ports Authority.
