Paddy Dwyer is a commercial contracts lawyer who routinely deals with routes to market in the supply or purchase of goods and services. With over a decade of experience, Paddy has advised on a range of commercial matters but has particular experience with public sector and industrials clients.
Paddy is part of the UK government contracting team and is well versed in regulated public sector procurement and has many years’ experience in advising government clients (both central and local) in strategically structuring procurements to ensure efficiency, value for money and compliance with regulations. In addition, he has lead many competitive dialogue and negotiated procedure procurements and has been key in developing a particular methodology for the delivery of competitive dialogues in a timely and robust fashion.
Paddy also has particular experience in the industrials sector. He is part of the UK leadership group in industrials and has advised multinational clients in relation to routes to market, supply chain, logistics and storage solutions.
- Paddy acted as the lead on the procurement of managed desktop services for a central government department, transitioning from a managed service to a collaborative multi-supplier model including the drafting of the relevant agreements, negotiations with various bidders, preparation of procurement documents (including invitation to tender, invitation to participate in dialogue and invitation to submit final solutions) together with strategic advice in relation to the formulation of transparent and objective evaluation criteria and ongoing advice in relation to compliance with procurement regulations.
- Paddy also led on negotiations for non departmental government body on the procurement of IT services under the competitive procedure with negotiation (£100m+) and for a local authority (£1bn) in relation to IT services under the negotiated procedure.
- Paddy has advised a public listed company in the food and beverage industry in relation to the creation of template agreements for use with co-packers; negotiation and finalisation of agreement with logistics and warehousing providers and the creation and negotiation of agreements in relation to the purchase of raw materials.
- Paddy has also provided advice to a multinational in respect of the the provision of SAAS solutions to various automotive manufacturers. Further, Paddy regularly advises a multinational manufacturer of personal health devices in relation to trade agreements, distribution agreements and end user consumer agreements and regularly advises a provider of consumer goods (which is a household name) in relation to ongoing commercial advice (of late, particularly in the context of the impact of COVID-19 on commercial operations).

Paddy frequently participates in panels and conferences within the regional legal and business market. Recent events include: round table discussions with regional stakeholders relating to the establishment of a regional social stock exchange; round table event relating to the future of the manufacturing industry in the locality; presentations to the University of Liverpool in relation to career options in the legal sector.
He contributes articles to both internal and external press such as, ('UK: Late payment of commercial debts')
Paddy also presents both internally and externally on topics ranging from agency and distribution to legal case law updates.
