Germana Cassar advises financial institutions, investors, and Italian and international industrial operators on administrative law, regulatory matters, and dispute resolution, with a particular focus on the electricity sector.
Her practice covers the entire lifecycle of energy projects, including the permitting, construction, and operational phases of renewable energy plants and energy infrastructures. She advises on complex regulatory matters, including issues relating to incentive schemes, sanctioning proceedings, ARERA and GSE regulations, as well as project finance and the development of wind, photovoltaic, hydropower, and biomethane projects, often in highly regulated and contentious environments.
She has extensive experience in conducting legal due diligence on energy project and industrial assets in the context of M&A Transactions and Project Financing. Germana is Co-Head of the Energy sector in Italy. She regularly represents clients before the Regional Administrative Courts (TAR), the Council of State, the Italian Supreme Court, and other courts and tribunals, helping clients overcome significant regulatory and permitting challenges affecting the development of energy projects. She is also a frequent speaker at industry conferences and participates in scientific and educational initiatives in the energy sector.
