About

Chris Parker is Global Co-Chair of the Restructuring team. Chris is widely recognised as one of the leading cross border restructuring and insolvency litigators. His practice is divided between, firstly, fraud and misconduct in formal insolvency processes in a global context and secondly, litigating non-consensual restructurings including in liability management exercises. Chris has a particular focus on regulated sectors. 

Chris heads the contentious restructuring group, working on international fraud and malpractice investigations, asset recovery, and litigation in relation to various financial structures. He has represented officeholders and institutions on high-profile, complex proceedings including most recently leading the global insolvency of NMC Health plc, which has included the successful application in Abu Dhabi Global Market (ADGM) Court pursuant to section 256 ADGM Insolvency Regulation to secure records from multiple respondents.

Outside the contentious environment Chris also regularly advises governments, regulators and development banks on restructuring and insolvency matters and has advised on the redrafting of insolvency and bank resolution laws in Europe, Africa and Asia.

EXPERIENCE

  • Leading the DLA Piper team for the Administrators of former FTSE 100 company NMC Health Plc, following a USD5 billion fraud perpetrated against it. Chris managed a team of circa 100 lawyers from DLA Piper UK, US and the Middle East across specialisms including investigations and litigation, debt mapping, M&A and financing.
  • Acting for the Joint Administrators of Lehman Brothers Limited on issues arising between the various Lehman estates in the Waterfall I and II litigation, ultimately succeeding in the Supreme Court.
  • Representing seven of the Limited Partner Advisory Committees in relation to the impact of the liquidation of Abraaj Group, a USD25 billion private equity, emerging market investor. Acting for the administrators of Arcadia, particularly in relation to (i) contingency planning and (ii) cross border issues including US recognition.
  • Acting for the Administrators of Lexi Holdings in substantial investigations and consequent cross-border litigation and asset tracing arising from a fraud. Obtaining a UK worldwide freezing order which was ultimately recognised in multiple jurisdictions. Pursuing successful committal proceedings in UK against various members of the fraudster's family (including one of the individuals for two lengthy prison sentences). The assignment included over 15 reported judgments in the High Courts and Court of Appeal as well as litigation across Europe, middle East and Asia.
  • Acting for the officeholders of a PLC in leading a very substantial and complex investigation and subsequently pursuing directors for breach of duty claims.
  • Advising the Irish National Asset Management Agency in relation to a circa GBP200 million debt owed by a group of companies to a high-profile property developer. This was secured over five London aparthotels which were sold via a series of interlocking CVAs.
  • Advising the Armenian Ministry of Justice in a proposal funded by the European Bank for Reconstruction and Development on the amendments to the Armenian insolvency legislation.

Chris frequently speaks at conferences about contentious restructuring and insolvency and is one of the team of insolvency professionals that delivers INSOL International Short Course in Asset Tracing and Recovery each year.

    Prior Experience

    Chris joined DLA Piper in 2007 from a UK national law firm. He has previously spent a year on secondment with a major clearing bank.
