About

Lili Elenoglou is a data and digital economy regulation lawyer in the Middle East and focuses on the United Arab Emirates (UAE), Bahrain, Kuwait, Qatar, Oman and the Kingdom of Saudi Arabia (KSA).

She regularly advises clients across the digital spectrum, particularly in relation to digital economy regulation, data protection and ePrivacy, cyber security and telecommunications, with a particular focus on the Financial Services, Retail, Media and Entertainment, Life Sciences, Marketing and Tech sectors.

Lili’s client base includes both government bodies and private sector entities, who she advises on various issues ranging from digital regulation and data protection through to machine to machine regulation, IoT, cyber-crime and cyber security.

Prior to joining DLA Piper, Lili acquired significant experience working for regulators, such as in the European Commission and national Data Protection Authorities, where she advised on data law in a regulatory and enforcement context.

Lili also has extensive in-house experience, helping with the international roll-out of the data compliance programmes in international organisations and supporting in-house teams on a wide range of digital regulation issues.

EXPERIENCE

  • Advising an international institution and a government authority on monetisation of data and related privacy and data protection risks.
  • Regularly advising on intra-group data transfer agreements for international businesses based in the KSA and the UAE, including as between UAE’s onshore jurisdiction, the Dubai International Finance Centre (DIFC), Abu Dhabi Global Markets (ADGM), Dubai Healthcare City, as well as from and to other GCC jurisdictions.
  • Advising a US-based multinational company on DIFC data protection risks and compliance for a major deal / partnership with a UAE based company.
  • Advising an international company with headquarters in the US on their roll-out of their privacy compliance programme in the KSA and the UAE, including both onshore and in the free zones.
  • Advising a major financial sector company regarding data residency and data transfer requirements in the UAE and KSA to enable the offering of its innovative solutions to customers.
  • Supporting an international health insurance business on the data aspects of the sale of its health insurance activities, including data retention and data sovereignty requirements in the Middle East.
  • Advising a major international airline based in the region in relation to development of its key privacy policies and intra-group data transfer compliance.
  • Advising an international company in relation to a data protection exposure assessment, gap analysis and compliance program, including in relation to transfers of data from and to the UAE, the KSA, the EU, the UK and the US.
  • Advising a multinational consumer goods company with regards to conducting a compliance audit and the development of a data protection risk assessment regarding a number of their tech products.
  • Advising an international cloud services provider on a data incident affecting individuals in the UAE and KSA.
