Consumers and sustainability draft law published

The Council of Ministers has approved in the first round the Draft Bill on Sustainable Consumption, currently in the public consultation phase until 31 August 2025. This future law, scheduled to come into force between July and September 2026, aims to strengthen consumer and environmental protection.

Among its main new features are:

  • Transposition of Directives (EU) 2024/1799 and 2024/825, focusing on the right to repair and consumer empowerment.
  • Promotion of repair over replacement, with new obligations on durability and conformity guarantees.
  • Greater environmental transparency, penalising the use of misleading or unscientific information on the sustainability of products and services.
  • Combating greenwashing by prohibiting the use of terms such as ‘eco’ or ‘sustainable’ without verifiable backing.
  • Restrictions on advertising for fossil fuels and on company names that could mislead consumers about the environmental performance of companies.

This draft bill comes at a time of regulatory uncertainty in Europe, following the withdrawal of the proposed Directive on environmental claims, although some of its content is expected to be retained in the future.
