DLA Piper advises Oman Power and Water Procurement Company on 2.4 GW Independent Power Projects in Oman

DLA Piper has advised Oman Power and Water Procurement Company (PWP) on the development and procurement of the Misfah and Duqm Independent Power Projects (IPPs). These two major combined cycle gas turbine (CCGT) plants in Oman will provide a combined planned capacity of approximately 2.4 GW.

These strategic projects play a central role in strengthening Oman’s long‑term energy security and support the electricity supply strategy for high‑demand regions, particularly in Muscat, the capital of Oman. The developments also address key system challenges including intermittency, land constraints and grid curtailment, enabling reliable and efficient baseload generation.

DLA Piper advised PWP on legal considerations relating to potential decarbonisation pathways for the programme, including the development of commercial structures aligned with Oman’s net‑zero goals and the broader transition toward lower‑carbon generation technologies.

DLA Piper’s scope encompassed three concurrent workstreams: advising PWP throughout the competitive process and contract finalisation for the power purchase agreements (PPAs); structuring and negotiating a dedicated site‑readiness package for Misfah—including large‑scale levelling and enabling works procured directly by PWP to de‑risk the critical path; and advising on the turbine reservation strategy in response to global OEM supply constraints, including legal considerations and alignment of equipment lead times with project milestones to optimise cost and schedule outcomes.

This work builds on the firm’s long‑standing track record advising PWP across its major power and water sector programmes. DLA Piper has previously supported PWP on a series of landmark projects spanning IPPs and strategic sector initiatives, reinforcing the firm's market‑leading capability in structuring and delivering complex, large‑scale utilities and infrastructure developments across Oman.

A cross-border and multidisciplinary team from DLA Piper worked on the matter led by Dubai-based Finance partner Adam Haque. He was supported by senior associates Leith Gouta and Rhys Rowland. The team also comprised of partners Nic Henrikson (Litigation & Regulatory) and Mehdi Al Lawati (Corporate) and associate Budoor Al Zadjali.
