Prior Experience

Prior to joining DLA Piper, Gary served as Chief Executive Officer of the NAIC. He shaped regulatory strategy and built consensus across international bodies, representing the NAIC in high-level forums with industry associations, companies, and consumer advocates.

Gary also served as Commissioner of Insurance for the Commonwealth of Massachusetts Division of Insurance, where he led negotiations on US engagement in international insurance standards, capital requirements, climate risk, and macroprudential policy. Earlier in his career, he served as Policy Advisor and Senior Counsel, General Counsel, and Committee Counsel for the Massachusetts General Court, advising Senate leadership on legal and policy developments related to insurance, healthcare, and banking.
