About

Harry Campbell is a public, regulatory and procurement lawyer. He advises on all aspects of public law, contentious and advisory and has significant experience advising on judicial review claims having acted in numerous successful claims in all courts up to the Supreme Court.

Harry's practice includes judicial review, policy development, drafting and implementing legislation, equalities and human rights, freedom of information/environmental information regulations and public procurement. 

Harry has experience of advising private, public and third sector clients on a wide range of public law issues including statutory interpretation, consultation and the lawfulness of decision making, and bringing and defending related challenges via judicial review and statutory appeals. He also provides support to corporate teams on transactions involving regulated entities.

Harry advises public, private and third sector on procurement risk and associated challenges. He has also advised a public body on the development of new rules for officers in advance of the Procurement Act 2023 coming into force.

Harry also advises on clients on direct action taken by campaigners and brings special insight to those affected having previously advised national NGOs on their direct action.

EXPERIENCE

  • Advising a client on its engagement with Government and a potential judicial review claim in relation to a flagship policy.
  • Advising a public authority on its defence of a procurement claim in relation to a multi-million pound framework.
  • As part of a wider DLA team, advising a government department in relation to a regulatory project and associated legal risks.
  • Advising a client on a potential judicial review challenge to a decision to remove authorisation for their product.
  • Advising a public authority on amendments to secondary legislation in order to increase its levy funding and the associated statutory process.
  • Advising a client on its liabilities following the grant to it of statutory powers and duties.
  • Advising a client in relation to the potential acquisition of an education business, including advice on OFSTED regulation.
