About

Carlos is legal director in the Litigation and Regulatory Department at DLA Piper’s Madrid office.

He has more than 15 years of experience in matters of public law and regulated sectors.

Carlos has deep expertise in public procurement, environmental law, public assets, infrastructures, integral water cycle, pharma, health products, energy law, including advising in renewable energies, EV charging infrastructures, self-consumption, distribution and commercialization of electricity, as well as in the oil and gas sector.

He is also an expert in administrative proceedings, contentious-administrative procedures and the regulatory component of real estate, financing transactions or mergers and acquisitions.

He also has experience from the point of view of private law, civil and real estate-registry law and commercial, corporate and structural modification law.

He has extensive experience representing national and foreign investors.

  • Advising a leading handling company in relation to a public tender organized by AENA for the award of the handling contracts in 43 Spanish airports and associated administrative claims in public procurement matters and judicial appeals. Lead lawyer in regulatory matters.
  • Advising a leading telecommunications company in relation to a judicial procedure related to the challenge by the Spanish Central Government of the award of a public domain concession by the Government of the Canary Islands for the deployment of a maritime optical fibre cable.   • Advising a leading banking entity in relation to the rules for participating in the Spanish Organized Gas Market ruled by MIBGAS, including organization of the market itself, kinds of transactions permitted, payment rules, collaterals, bankruptcy, liabilities assumed, etc. Lead lawyer in regulatory matters.
  • Advising an italian company in the set up of its Spanish activities as well as in the expansion strategy of energy charging services for electric vehicles throughout the Spanish territory. Lead lawyer in regulatory matters.
  • Advising an international developer, owner and operator of hyper-scale digital infrastructure assets in the due diligence process and the negotiation of the SPA for the implementation of a data centre project. Lead lawyer in regulatory matters.
  • Advising a group of international insurers in the preparation of the patrimonial administrative claim (reclamación de responsabilidad patrimonial de la Administración) against Generalitat de Catulunya and Aeroports Públics de Catalunya, S.L. in connection with certain damages caused to aircraft in the facilities managed by those entities.
  • Advising a financial entity on the regulatory aspects of the financing of the acquisition by a client of a stake in a company engaged in the operation and management of eight (8) subsidized private schools (colegios concertados) in the Region of Madrid.
